For the record, deceive is a modifier so you don't have to announce it as a speed ability. You can play it after both players have rolled for speed - hence you then declare and choose a die to swap.
(BTW moving this to the Post your hero forum, as seems to fit better there.)

2.2. Harold roll two dice - 5 and 5 /double/. In this moment Harold's Attack speed - 5+5+16=26.
